Water pooling under a water heater has four common causes, and only one of them means the tank is finished. Here is how to tell which one you have.
Water pooling under a water heater usually comes from one of four places: the drain valve at the bottom, the temperature and pressure relief valve discharging down its tube, condensation on the tank, or the tank itself rusting through. The first three are repairable, often inexpensively. The fourth is not — a tank that has corroded through cannot be patched and has to be replaced. You can usually identify which one you have in about five minutes with a flashlight and a paper towel.

Before diagnosing anything, cut the energy. On an electric heater, switch off its breaker at the panel. On a gas heater, turn the gas control valve to the off position. An electric element that fires in a tank that has lost water will burn out, and you do not want power near standing water in the first place.
Next, close the cold water supply valve on the pipe entering the top of the heater. If that valve is seized or absent, shut off the main supply to the house. In most Polk County homes the main is at the meter box near the street and needs a meter key, or at a valve on the exterior wall near the hose bib — worth locating now rather than during the emergency.
If water is actively pouring rather than seeping, do those two things and call for help. A failed tank holds forty to eighty gallons and will empty into the room.
The drain valve is the spigot at the very bottom of the tank, the one a hose attaches to. It is frequently plastic, it is the cheapest component on the unit, and it is a common leak point.
Dry the valve completely, then hold a dry paper towel against the spout and against the threaded body where it enters the tank. If the towel wets at the spout, the valve is not sealing shut — often because sediment is caught in the seat. If it wets where the valve meets the tank, the connection itself is leaking.
This is a genuine repair. The valve can be tightened, replaced with a brass one, or in some cases cleared. It does not mean the heater is finished. Note that replacing a drain valve on a full tank is not a job to improvise — the tank generally has to be drained first, and doing it wrong turns a small leak into a flooded room.
The T&P valve is the safety device on the top or upper side of the tank, with a discharge tube running down toward the floor. It is designed to open and release water if pressure or temperature climbs too high. If you find water at the bottom of that tube rather than around the tank base, the valve is doing its job — and something is causing it to.
The usual causes are a thermostat set too high, thermal expansion in a closed plumbing system with no expansion tank, excessive incoming water pressure, or a valve that has simply worn out and no longer seats.
Do not cap or plug the discharge tube. That valve is the device that prevents a water heater from becoming dangerous, and blocking it is genuinely hazardous. A T&P valve that discharges repeatedly is telling you about a pressure or temperature problem that needs to be found, and that diagnosis normally involves gauging the house pressure.
Condensation is most common on gas heaters and on any heater in a humid, unconditioned space — a garage in a Florida summer being the textbook case. Cold incoming water chills the tank, warm humid air contacts it, and moisture beads on the outside and runs down.
The tells are that the water is clean, it appears when the heater is running heavily or after a large hot water draw, and it stops on its own. On a gas unit, heavy condensation dripping onto the burner can make it sputter or extinguish.
Condensation on a brand-new heater or during unusually heavy use is normal and resolves. Condensation that persists day after day usually points to an oversized draw, a thermostat set very low, or a genuinely swampy install location — and it can also mask a real leak, so it is worth confirming rather than assuming.
Inside the steel tank is a glass lining and a sacrificial anode rod. The rod corrodes so the tank does not. When the rod is spent and nobody replaced it, the tank begins corroding, and eventually it perforates.
The signs: water appearing from underneath the outer jacket rather than from any identifiable fitting, rusty or discolored water, a rust-stained ring on the floor, and a leak that gets worse rather than staying constant. If you have checked the drain valve, the T&P line, and all the top connections and the water is still coming from beneath the shell, this is what you have.
There is no repair. Sealants and epoxies applied to a perforated water heater fail, usually soon, and usually while nobody is home. The tank is replaced.
Before concluding the tank is finished, check the top. Water leaking from the cold inlet or hot outlet connections, from the T&P valve body itself, or from a corroded nipple runs down the outside of the tank, under the jacket, and pools at the base. It looks exactly like a bottom leak.
Dry the top of the heater thoroughly, including both connections and the valve body, then check again in an hour with a flashlight. A fitting leak is a repair. Mistaking one for a failed tank is an expensive mistake.
A conventional tank water heater typically lasts eight to twelve years. In Polk County the low end of that range is common, because Central Florida draws from the Floridan aquifer and the water is hard. Dissolved minerals precipitate out as sediment in the bottom of the tank, which insulates the heating surface, drives the burner or element harder, and accelerates corrosion.
You can find the manufacture date in the serial number on the data label. Most manufacturers encode the year and month in the first four characters, though the format varies by brand. If the unit is past ten years and leaking from the base, replacement is usually the honest answer.
The maintenance that extends life is unglamorous: flush the tank periodically to clear sediment, and have the anode rod inspected every few years and replaced when consumed. On hard water, an anode rod can be spent well before the warranty is up. Most homeowners never do either, which is a large part of why the eight-to-twelve range exists.
Most Polk County jurisdictions require a permit for a water heater replacement, and inspections typically cover the T&P discharge routing, seismic or bracing requirements where applicable, expansion control, drain pan and drain line, combustion air and venting on gas units, and electrical connections. Requirements vary between Lakeland, Winter Haven, Bartow, unincorporated Polk, and the smaller municipalities, so confirm with the building department that has jurisdiction over your address.
This is not bureaucratic box-checking. Unpermitted water heater work shows up later — during a home sale, or in an insurance claim after a failure, where an unpermitted installation gives a carrier a straightforward argument.
Call immediately if water is flowing rather than dripping, if you smell gas, if you see scorching or soot on a gas unit, if the T&P valve is discharging repeatedly, or if there is standing water near electrical connections.
Call soon if the leak is slow but persistent and you have not been able to trace it to a fitting, or if the unit is past ten years old. A slow leak in a garage is an inconvenience; the same slow leak in an interior closet over a wood subfloor becomes a mold problem inside the 24-to-48-hour window.
